School Impact Fee Documents

The Planning Board contracted with consulting firm BCM Planning LLC to update the School Impact Fee methodology. The Planning Board in coordination with the Ellis School Administration and School Board reviewed and discussed BCM's 2020 Basis of Assessment and Fee Schedules at their September 16 and October 7, 2020 public meetings.

At a public hearing on Wednesday, November 4, 2020 at 7:00PM at the Fremont Town Hall, attending members of the Fremont Planning Board did unanimously vote to adopt the updated Basis of Assessment of Public School Impact Fee and Fee Schedule prepared by BCM Planning LLC of Yarmouth, Maine in accordance with Article 15, Section 1514. The Public School Impact Fee shall be imposed on all new development, except for accessory dwelling units and residential units that are lawfuly restricted to occupancy by senior citizens age fifty-five (55) or over. The fees shall be collected by the Town at or prior to issuance of a certificate of occupancy at varyiing rates per unit based on 4 different types of building structures.
